Mechaclowns were spawned by a rather twisted inventor and circus ringmaster, as told in "The Story of the Barazini Brothers' Spectacular Stupendous Circus Featuring (Nearly) Live Animals and Real Clown" written by Kevin Barrett.
One of the most common aspects of all realities is a deep-seated fear of clowns. MechaClowns are the reason for that. They can shut down the most powerful abilities, destroy devices, attack multiple times and at various ranges. Just plain frightening.
